Residence Permits in Turkey

Foreign nationals who wish to remain in Turkey beyond the period permitted by their visa or visa-exempt entry are required to obtain a residence permit under Law No. 6458 on Foreigners and International Protection. The most common type for newcomers is the short-term residence permit, which covers a broad range of purposes including property ownership, tourism, language study, and business connections. Long-term residence permits are available to foreign nationals who have resided legally and continuously in Turkey for eight years.

Application procedures, required documents, and processing times vary depending on the applicant’s nationality, purpose of stay, and the provincial directorate handling the file. Appointment availability has become increasingly limited in major cities such as Istanbul, Ankara, and Antalya, and applications containing incomplete or improperly authenticated documentation are routinely rejected without substantive review.

Work Permits and Legal Employment

Foreign nationals employed in Turkey must hold a valid work permit issued by the Ministry of Labor and Social Security under Law No. 6735 on International Labor Force. Work permits serve simultaneously as residence permits, meaning that a foreign national with a valid work permit does not require a separate residence permit for the duration of their employment.

Independent work permit applications — available to self-employed foreign nationals and those establishing their own companies — follow a different procedure from employer-sponsored applications and carry distinct eligibility criteria. Digital nomads and remote workers employed by foreign companies represent a growing category of applicants whose legal status in Turkey requires careful assessment on a case-by-case basis.

Turkish Citizenship

Turkish citizenship may be acquired through several legal pathways. Naturalization by residence requires five years of continuous legal residence in Turkey, during which the applicant must not have left the country for extended periods. Citizenship by marriage to a Turkish citizen requires three years of marriage and continuous cohabitation, subject to a security assessment. Citizenship by investment — the most commonly pursued route among foreign nationals — requires a qualifying investment in real estate, fixed capital, government bonds, or employment creation, with the real estate threshold currently set at four hundred thousand US dollars.

Each citizenship pathway carries its own procedural requirements, documentation standards, and processing timelines. Applications that are improperly prepared or submitted with missing documentation are refused without appeal in the first instance, making thorough preparation essential.

Deportation, Entry Bans, and Administrative Detention

Foreign nationals who overstay their permitted period of residence, work without a valid permit, or are subject to a security assessment may face deportation proceedings initiated by the Provincial Directorate of Migration Management. An administrative deportation decision does not always result in immediate removal — foreign nationals have the right to appeal such decisions before the administrative courts, and in many cases a stay of execution can be obtained while the appeal is pending.

Entry prohibition decisions, which bar a foreign national from re-entering Turkey for a specified period, can also be challenged before the administrative courts. Where an entry ban has been imposed in error or on disproportionate grounds, successful legal challenges are achievable with properly documented applications.
